List of Chief Ministers and Union Territory Heads of India (2025 Updated)

India is a federal republic with 28 states and 8 union territories. The states are self-governing regions with a high level of independence. Each state has its own government, elected by the people and led by a Chief Minister. Union territories, on the other hand, are directly managed by the central government. However, a few of them have been given limited powers to govern themselves.

Only three Union Territories in India have Chief Ministers: Delhi (NCT), Jammu & Kashmir, and Puducherry.

The remaining Union Territories—Andaman & Nicobar Islands, Chandigarh, Dadra and Nagar Haveli & Daman and Diu, Lakshadweep, and Ladakh—do not have Chief Ministers. They are directly governed by Lieutenant Governors or Administrators, who are appointed by the central government.
